This study examines best practice guidelines used for building digital resource collections across libraries. For this, we randomly collected seven local metadata creation guidelines based on the Dublin Core (DC) metadata scheme. The criteria used in analysis encompass the coverage of DC, divergence from DC, usage of controlled vocabulary, metadata element status and metadata semantics (e.g., label names).
